The leaders allowed their people to work but wouldn’t join in themselves. I won’t call those leaders; they are “safe players”, diplomats, politicians … not leaders. I’ve seen such people; Encourage your people to work so they’ll praise your sense of nobility and vote for your next tenure but don’t make any public association so that “the powers that be” and “the king makers”, who are usually corrupt, will still consider you loyal and allow you to walk the corridors of power. (6:17-19).
And for those who are not “leaders”, being afraid to take a stand for the sake of striving to be politically correct is a risk we can’t afford to take.
